Scoping Process

The Missile Defense Agency (MDA) encouraged all interested members of the public, as well as federal, state, and local agencies, to participate in the scoping process for the preparation of this Environmental Impact Statement (EIS).

The MDA hosted scoping meetings in the local communities of Haleiwa, Waianae, and Honolulu, Oahu to share information about the EIS process, gather feedback, and solicit comments on the scope of the environmental analysis.

A Notice of Intent was published in the Federal Register on June 1, 2018.
Concurrently with the Notice of Intent, the Hawaii Department of Land and Natural Resources published an EIS preparation notice in the Office of Environmental Quality Control Bulletin (The Environmental Notice) on June 8, 2018, announcing intent to prepare an EIS for the proposed HDR-H.

Scoping meeting dates were as follows:
Tuesday, 19 June 2018 -- Sunset Beach Elementary School 59-360 Kamehameha Highway, Hale’iwa, HI 96712 (6-9 p.m.)

Wednesday, 20 June 2018 -- Ke'ehi Lagoon Memorial Park, 2685 N. Nimitz Highway, Honolulu, HI 96819 (6-9 p.m.)

Thursday, 21 June 2018 -- Wai'anae High School, 85-251 Farrington Highway, Wai'anae, HI 96792 (6-9 p.m.)

The public meetings were in an open house format, which provided attendees with the opportunity to talk one on one with the MDA and local installation representatives.  The public had the opportunity to provide verbal and written official comments on the proposed project.  All the meetings had the same content and format.
